Auburn is a small borough in southern Schuylkill County, Pennsylvania, with a population of approximately 663 residents according to the 2020 census. The borough sits along the Schuylkill River and is located approximately 10 miles south of Pottsville, the county seat. Pine Grove Township is a rural township in Schuylkill County, situated in east-central Pennsylvania approximately 47 miles west of Allentown and 97 miles northwest of Philadelphia. The two communities are neighbors in the same county, separated by a short distance along the Schuylkill River valley.
Schuylkill County is located in northeastern Pennsylvania’s Coal Region and is part of the Pottsville micropolitan statistical area. The county was created on March 1, 1811, from parts of Berks and Northampton counties and is named for the Schuylkill River, which originates within its borders. The county borders eight Pennsylvania counties — Berks and Lebanon to the south, Dauphin and Northumberland to the west, Columbia and Luzerne to the north, and Carbon and Lehigh to the east.
The type of crash that claimed Moyer’s life — a motorcyclist struck by a vehicle making a left turn from a parking lot or driveway — is among the most common and deadly configurations in motorcycle accident data. According to the Pennsylvania Department of Transportation, approximately 40 percent of all motorcycle crashes in Pennsylvania occur at intersections or involve turning vehicles. In 2024, PennDOT reported 3,317 crashes involving motorcycles statewide, resulting in 219 fatalities. That followed a grim milestone in 2023, when 238 motorcyclists were killed in crashes across Pennsylvania — the highest number in two decades, according to PennDOT. Motorcyclists in Pennsylvania are killed approximately 27 times more often than car occupants per vehicle mile traveled, according to state safety data.
Pennsylvania’s motorcycle helmet law is a partial one — riders 21 years of age or older who have held a motorcycle license for at least two full calendar years, or who have completed a PennDOT-approved motorcycle safety course, are not required to wear a helmet under state law. It has not been confirmed whether Moyer was wearing a helmet at the time of the crash. According to PennDOT data, nearly 60 percent of fatal motorcycle crashes in Pennsylvania in recent years involved riders who were not wearing helmets at the time of the incident.
PennDOT’s motorcycle safety campaign, Live Free Ride Alive, is designed to reduce the number of motorcycle crashes and fatalities on Pennsylvania roadways through rider education and public awareness. Safety officials consistently note that early spring — when riders return to the road following winter months — is a particularly dangerous period, as both motorcyclists and drivers adjust to sharing the road again after months of reduced motorcycle traffic.
