U.S. immigration officials say, Silvestre Franco-Luviano, the man suspected of a double murder in Cedar Hill, a Dallas suburb, was in the country illegally. Franco-Luviano had been deported three times to Mexico prior to the killings.

Franco-Luviano was arrested Tuesday at an apartment in Georgetown, about 25 miles north of Austin. Ruben Moreno, 23, of Duncanville and Walton Betts, 44 of Cedar Hill were his victims.

U.S. Immigration and Customs Enforcement said in a statement Wednesday that an immigration detainer has been placed on the 40-year-old Mexican national. He remains in the Williamson County Jail in Georgetown on a murder warrant in the Sunday night slaying of a motorist in Dallas.
