NY Man Norman Rafter ID’d As Victim In Tuesday Russell Fatal ATV Crash

ST. LAWRENCE COUNTY, N.Y. (THECOUNT) — Norman Rafter, of Russell, New York, was killed Tuesday night in an ATV crash in St. Lawrence County, a sprawling North Country county in northern New York that borders Canada, according to authorities.

Rafter was 72 years old.

According to the St. Lawrence County Sheriff’s Office, deputies responded Tuesday night to Cassidy Road in the Town of Russell following reports of a serious all-terrain vehicle crash involving a four-wheeler.

When first responders arrived at the scene, they found Rafter unconscious and pinned beneath an overturned Can-Am Outlander ATV. Authorities said emergency personnel assessed the situation, but Rafter was pronounced dead at the scene.

Investigators determined that Rafter had been operating the ATV when the vehicle exited the roadway along Cassidy Road. The four-wheeler subsequently struck a tree and overturned, trapping him underneath.

The Sheriff’s Office has not released information indicating how long the ATV remained overturned before the crash was discovered, nor have officials disclosed whether anyone witnessed the incident.

Authorities have also not announced whether weather conditions, visibility, roadway conditions, speed, mechanical issues, or a possible medical event may have contributed to the crash. Investigators continue to work to determine the circumstances that led to the fatal incident.

The Can-Am Outlander is a utility-style all-terrain vehicle commonly used for recreation, property maintenance, hunting access, and transportation across rural terrain. Such vehicles are frequently operated throughout northern New York, where large tracts of forested land, agricultural property, and trail systems make ATV use a common activity.

Russell is a small community located in the central portion of St. Lawrence County, one of New York State’s largest counties by land area. The county forms part of the state’s North Country region and stretches from the Adirondack foothills northward toward the St. Lawrence River and the Canadian border.

The area is known for its rural character, extensive outdoor recreation opportunities, and network of local roads and trails that are often utilized by ATV operators, snowmobilers, hunters, and outdoor enthusiasts. Residents and visitors alike frequently use all-terrain vehicles for both recreational and practical purposes throughout the region.

ATV crashes can present significant dangers, particularly when rollovers occur. The weight of a vehicle can trap an operator beneath it, creating the potential for severe or fatal injuries. Investigators have not said whether Rafter was wearing a helmet or other protective equipment at the time of the crash.

The fatal incident remains under active investigation by the St. Lawrence County Sheriff’s Office. Officials have not released additional information regarding the timeline of events leading up to the crash or whether further findings are expected to be announced.

As investigators continue their review, authorities are working to establish exactly what caused the ATV to leave the roadway before colliding with the tree and overturning.
