Luis Osejo, a California man who made local news after winning a $1 million prize in the lottery in 2012 in Dinuba, was arrested Sunday in Reno over the hit-and-run death of Visalia mother, Brittany Ramos-Ibarra in November of 2017.
According to the CHP, Osejo is accused of being responsible for a crash that killed the Valley mother in Visalia at Highway 198 and Mooney Boulevard.
Osejo was arrested in Reno, Nevada.

He is scheduled to appear in a Reno courtroom later today.
