NC Man Khaliyal Burney ID’d As Driver In Saturday Death Of 8-Year-Old Girl Riding Bicycle

CHARLOTTE, N.C. (THECOUNT) — 8-year-old Nyomi Summers was struck and killed by a Chrysler 300 sedan while she was riding her bicycle on Monmouth Drive in north Charlotte, in Mecklenburg County, on Saturday evening. Summers was transported to a local hospital, where she was pronounced deceased. The Chrysler’s driver, Khaliyal Burney, and a passenger were located nearby.

Charlotte-Mecklenburg Police Department officers responded to the 4600 block of Monmouth Drive at approximately 6:00 p.m. after receiving a call. Upon arrival, officers found a damaged bicycle and Summers seriously injured at the scene. According to CMPD, a 2006 Chrysler 300 sedan was traveling southbound on Monmouth Drive when Summers’s bicycle entered the roadway. The front left of the Chrysler struck the front of the bicycle, ejecting Summers into the roadway.

Burney was arrested and charged with driving while license revoked, no liability insurance, failure to register a motor vehicle, and fictitious registration. Burney, 23, is being held at the Mecklenburg County Sheriff’s Office. No charges directly related to Summers’s death have been announced at this time. The CMPD Major Crash Investigation Unit is leading the investigation, and the case will be reviewed by the Mecklenburg County District Attorney’s Office as findings develop. Burney was screened for impairment at the scene and found not to be impaired.

Saturday’s crash was not Burney’s first encounter with law enforcement. On February 21, 2026 — just over five weeks before Summers was killed — Burney was arrested in Mecklenburg County on five charges: obtaining property by false pretense, felony conspiracy, common law uttering, fictitious or altered title or registration card or tag, and driving while license revoked. That prior arrest included both the same fictitious registration and the same driving while license revoked charges he now faces again in connection with Saturday’s fatal crash. Despite those pending charges, Burney was operating an unregistered vehicle on a suspended license on the evening Summers was killed.

The 4600 block of Monmouth Drive sits in a residential neighborhood off North Graham Street in north Charlotte, a densely populated area of single-family homes and apartment complexes within CMPD’s North Division. North Charlotte has experienced significant population growth in recent years as the city expands northward along the Interstate 85 and Interstate 485 corridors. The neighborhood draws families with children, and Monmouth Drive sees regular pedestrian and bicycle traffic from surrounding residential blocks. Levine Children’s Hospital, part of the Atrium Health system in midtown Charlotte, serves as the region’s dedicated pediatric acute care facility and primary emergency resource for child trauma cases across Mecklenburg County.

Charlotte is the largest city in North Carolina and the seat of Mecklenburg County, with a population exceeding 900,000 residents and approximately 2.7 million in the broader Charlotte metropolitan statistical area spanning parts of both North Carolina and South Carolina. The city ranks as the second-largest financial center in the country behind New York, home to the headquarters of Bank of America and Truist Financial, and is one of the fastest-growing major metro areas in the southeastern United States. Mecklenburg County is the most populous county in North Carolina with over 1.1 million residents. Atrium Health’s Carolinas Medical Center serves as the region’s primary Level I trauma center.

Charlotte’s rapid growth has brought increased attention to traffic safety on residential corridors throughout the city. Many older north Charlotte neighborhoods were built before modern cycling infrastructure standards and remain without dedicated bike lanes or protected pedestrian crossings. CMPD has not indicated whether road conditions or infrastructure played any role in Saturday’s crash. Anyone with information is asked to contact the Charlotte-Mecklenburg Police Department.
