Investigators said a flagger tried to stop 51-year-old Fedsot Tsopko, who was driving a 1990 Lexus 4D towards the well-marked construction zone. But Tsopko reportedly moved forward, hitting the flagger and driving into the work zone. He then hit 2 construction workers, killing one, deputies said.
