Justin Bieber has found himself in the middle of another controversy as it emerged a tattoo parlour could face a $2,000 fine after the singer illegally inked the owner’s leg. The New York Health department previously reprimanded the parlor when Rihanna tattooed an umbrella and the letter “R” onto the owner’s arm in 2009. Katy Perry and Chris Brown have both also inked the celebrity tattoo artist. source.
