Great Dress Or Total Mess? Lindsay Lohan Liz & Dick Premiere

I am calling “mess” on Lindsay Lohan’s dress from the Liz and Dick premiere last night. I don’t know what those are hanging from the middle of the front of the dress, they look like little chili peppers?
