MARTIN COUNTY, FL. (THECOUNT) — Franklin Reed III of Palm Bay, Florida, the deceased man who opened fire, killing FHP Trooper Joseph Bullock, was angry over having to pay to have his disabled vehicle towed, according to witnesses.

Reed, 28, shot and killed 42-year-old Bullock in Central Florida, while the officer was assisting him with a broken down vehicle on I-95 in Martin County.

Reed, who has no criminal record in Florida, may have legally owned the firearm he used to take the trooper’s life..

Reed’s prior contact with law enforcement is limited to a few traffic violations in Brevard county, according to ActionABC.

According to FHP, an off-duty Riviera Beach police officer, identified as Jemel Headings, was passing by the scene and engaged the suspect, fatally shooting him.
