IMPD Homicide detectives have arrested 18-year-old Anthony Steele on a preliminary charge of murder. Police say Steele shot and killed 18-year-old Elijah Lacey Monday afternoon.
Police released surveillance video Wednesday of the shooting that happened in broad daylight in a parking lot at 21st and Post Road.
