Meet Otis Dawayne Ryan, (or not,) the Florida man arrested Sunday after police said he climbed a Clearwater park playground jungle gym and shouted an unsolicited lesson on childbirth to a group of frightened children.
Ryan, 30, yelled using “inappropriate language” while explaining “where babies come from” to a group of 4 and 6 year olds playing nearby.
Parents rushed in to remove children from the area of the Clearwater Beach, FL, playground.
“I watched [Ryan] walk over to the busy playground area and climb to the top of one of the children’s toys that was being occupied by children between the ages of 4 and 6,” a police officer wrote in an arrest report. “He then started shouting from the top.” The report insinuated Ryan told the kids that babies come out of a woman’s “p***y.”
Ryan has past arrests on charges including battery and carrying a concealed weapon.
Before preaching his naughty sermon at the playground Sunday, police said a heavily tattooed Ryan harassed tourists and made inappropriate remarks to random women in an effort to bait their male partners into confrontations.
Ryan was charged with disorderly conduct for the playground incident.
Local reports say Ryan was found guilty and fined $118. He was release and ordered to stay away from the park.
