‘Victor Rabb’ Owner Party Bus Involved In Death Of UNC Charlotte Student Polly Rogers Cited

Victor Rabb, the owner of the party bus involved in a deadly accident that killed 20-year-old, Polly Rogers, a UNC Charlotte student out for a night on the town, has been cited for not having insurance.

Charlotte-Mecklenburg Police charged Rabb, owner of Charlotte Party Charters, for not having insurance and displaying a fictitious license plate in connection with the incident that left Polly Rogers dead earlier this month. Rabb voluntarily surrendered the bus to authorities while the Highway Patrol inspects the vehicle for any equipment violations. source

Police have identified UNCC student, Polly Miranda Rogers, as the college student killed after falling out of the emergency window of a party bus in which she was traveling. The fatal freak accident occurred late Tuesday night in northeast Charlotte.

Rogers, 20, was ejected from the vehicle at North Tryon Street after it was struck by several cars in the bizarre incident.

The crash happened around 10:25 p.m. on North Tryon Street near the intersection of Sugar Creek Road. Investigators said Rogers died after she fell out of the emergency window of a Charlotte Party Charters bus and was hit by two cars. Officers said Rogers fell out of a window on the right side of the bus and landed in the center lane of North Tryon Street before being struck. source

Rogers was pronounced dead at the scene.

Authorities said Rogers and a group of friends were traveling on the bus en-route to an uptown bar from UNC Charlotte when the deadly accident occurred.

So far, no charges have been filed in the incident.

Police said speed was not a factor in the incident, which remains under investigation.
