Actor-director Sean Penn was charged today with battery and vandalism charges stemming from an altercation with a photographer paparazzi in Brentwood, California last fall.
Penn will be arraigned March 22 on the two misdemeanor charges, said Los Angeles city attorney’s spokesman Frank Mateljan.
Penn will not be required to appear in court if he is represented by an attorney.
Mateljan said Penn kicked a photographer during a paparazzi crush in October 2009. The photographer’s camera also was damaged. The incident was captured on a video posted by celebrity Web site TMZ.com in which Penn is seen kicking at a photographer and repeatedly telling the photographer to “get out.”
If convicted, Penn could face up to 18 months in jail.

NO NEW LIMITATIONS ON PAPARAZZI! LA City Council refused to levy any new limitations on Paparazzi.
Photographing Celebrities taking their kids to school or going to a doctor could have be prohibited under a proposal introduced by Los Angeles city councilman Dennis Zine. The proposal was intended to address “locations where people have a reasonable expectation of privacy,” said Zine. The Councilman proposed that commercial photography be banned within 20 feet of schools, hospitals and medical facilities, however, the City Council said “Forgetaboutit!”.
John Mayer had called for regulation of how paparazzi work. The singer spoke “on the record” at a hearing at L.A. City Hall July 31, 2008.
“I don’t sit before you today to ask that you ban the paparazzi,” Mayer, 30, explained. “I’m asking you to regulate it. Officialize it. Tax it. Legitimize it.
“I don’t want to beg the city of Los Angeles to give me 1987 back,” he said. “I love being a famous musician in 2008… This is about safety.” said Mayer.
